A resolution has traditionally been defined as an expression of opinion or concern, as compared to a motion, which calls for action. A resolution is not used to direct an entity to specific action other than the communication of opinion or concern.

Submitting a Resolution
All proposed resolutions shall:
- be submitted to the Committee on Resolutions for review and consideration as early as June 1 but no later than 30 days prior to the next KBC annual meeting.
- be typewritten, titled, and dated:
- be accompanied by a letter or e-mail from a church qualified to send a messenger to the annual meeting of the Kentucky Baptist Convention certifying that the person submitting the resolution is in good standing, and;
- include complete contact information for both the person submitting it, and his or her church.
No person may submit more than three resolutions per year.
The Committee on Resolutions shall prepare and submit to each annual meeting of the Convention only such resolutions the Committee recommends for adoption. Such resolutions may be based on proposals received by the Convention, except the Convention may, by a simple majority, consider any other resolution properly submitted to the Committee.
A list of the titles of all properly submitted proposed resolutions shall be printed and distributed to messengers at the Convention. The list shall include the name and city of each person properly submitting a resolution, and the disposition of each proper submission.
